Meeting #16
March 23, 2006

Roll Call – Councilor Graney, absent.  Councilors McNabb, Smith and Dempsey, Mayor Lattimore - Present.

Staff Members Present –John Salomone, City Manager; Thomas Leone, Corporation Counsel; Debra McCormick, City Clerk; Lisa Green, Comptroller; Trish Geer, Secretary to Corporation Counsel, Gary Giannotta, Police Chief; Steve Lynch, OPED Director; Mike Quill, Fire Chief; Bill Lupien, Engineering Superintendent.

All stood for the Pledge of Allegiance to the Flag.

The Mayor asked for a moment of silence.  Mayor Lattimore also expressed condolences to the family of Auburn Fire Department Captain William Petrosino.  Captain Petrosino’s funeral was earlier in the day.

Presentations and Proclamations  - None

Public Announcements – Mayor Lattimore announced that NUCOR would be holding a Town Hall meeting on Friday April 7, 2006 at New York Chiropractic College in Seneca Falls.  He also announced that Handheld Products in Skaneateles was recognized with an award from the CNY Business Journal.  In addition, he reported that Copper John an Auburn business placed 6th in the same publications Fast Track 50 Companies.  

Councilor Smith reported that he would have to leave the meeting at about 7 PM due to a previous commitment.  

The City Manager’s Report –
The City Manager distributed a budget transfers report that listed transfers between departments.  Councilor Smith requested this at a previous meeting.  He also responded to a question from a citizen regarding assessments.

Public to be Heard –
Tim Cottrell, Auburn Police Officer spoke to Council about why he chose to live in Auburn.  One primary reason he said was the public safety provided by the City.  He discouraged Council from cutting positions from the Police Department.

Mary Lou Picciano, 32 Cayuga St. questioned Council on why people at last week’s meeting were allow to speak more than three minutes and she was stopped from continuing at 3 minutes.  She read from a letter to Council regarding her son’s arrest.

Mike Villano, 63 Fleming St. spoke about accountability, and questioned spending decisions.
Marion O Brian Franklin St. – spoke about taxes and assessments.  

Don DeGiovinni, 12 Drummond St. spoke to tell Council he felt it is wrong to give exemptions to low income residents at the expense of others.
Ordinances
Ordinance #4 of 2006 granting partial exemption for real property owned by certain persons with limited income who are 65 years of age or older.  Sue Chandler, City Assessor spoke to explain the impact of this Ordinance.  Vote: Councilor Graney, absent, Councilors McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED.
Bond Ordinance #5 of 2006 of the City of Auburn, New York authorizing the issuance of $1,000,000.00 Serial Bonds to finance the cost of the 2006-2007 Road Improvement Program.  The Clerk read into the record for a first reading.  

Bond Ordinance #6 of 2006 of the City of Auburn, New York authorizing the issuance of $410,000.00 Serial Bonds to finance the cost of the Sidewalk Loan Assistance Program and Handicap Access Curbing.  The Clerk read into the record for a first reading.

Resolutions                     
                        
Agreement Resolution #43 of 2006 directing the Mayor to enter into an agreement with Nothnagle Drilling, Scottsville, New York, to perform necessary drilling and installation of sub-surface monitoring wells and test borings at the City’s landfill expansion site. Vote: Councilor Graney, absent, Councilors McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED

Council Resolution #44 of 2006 – amending Council Resolution #14 of 2006 by authorizing and directing the City Manager to sign the Funding Approval/Agreement for submission to HUD.  Vote: Councilor Graney, absent, Councilors McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED

Council Resolution #45 of 2006 changing the meeting time for the regular City Council on March 30, 2006 to 5:00PM.  Vote: Councilor Graney, absent, Councilors McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED

Council Resolution #46 of 2006 approving the expenditures presented for payment and authorizing the Comptroller to process the payment for same.   Vote: Councilor Graney, absent, Councilors McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED         
Tabled Legislation- None

Councilor Smith left meeting at 7:20PM.

Other Business –Road Program
Bill Lupien, Superintendent of Engineering Services, and Council discussed the road program and handicap curbing.  It was agreed to amend the Road Program to possibly reduce borrowing at this time.

Councilor Dempsey distributed a report of activities the AIDA had been involved in since January 2003.
